What an Approved Operator Must Meet
Approval is not a single document. An operator is expected to satisfy each of the following, as it applies to the Pool being operated.
Technical standards
The equipment, process control and measurement systems the Pool is required to run.
Safety requirements
Site safety, handling and operating conditions for the material received and processed.
Environmental requirements
Emissions, residue, water and environmental-performance obligations, including reporting.
Data requirements
What the operator must record and report, and how it reaches the System Controller.
Quality standards
The material specifications and quality thresholds a Pool is expected to meet.
Operating procedures
The documented procedures a facility operates to, including weighing, classification and handover.
Commercial requirements
The commercial and financial arrangements under which the Pool operates.
Applicable laws and regulatory approvals
All licences, permits and regulatory approvals the operation requires.
